Like other institutes in the university of Khartoum IPAF is manned by a limited number of staff (5 of them); and it depends heavily on part-timers for teaching, thesis supervision and research. Two of its core staff are associate professors; two others are assistant professors and one lecturer. Part-timers include distinguished professors in public administration and related disciplines.

The institute is administered by a board, an academic committee and a director. The director is responsible to the university administration and the institute’s board, for management and planning. Coordinators of academic and research units as well as a registrar assist him.
